Wisconsin Nonprofit Sector Report – More Than Charity

The Wisconsin nonprofit sector is a major economic force, strengthening our state every day. It has grown by 70 percent over the past ten years. In 2005, there were over 31,000 Wisconsin nonprofits that employed 8.9 percent of the state’s total workforce, marking a 5.2 percent employment growth rate over 2004 and pushing Wisconsin well above the national trend of nonprofits employing 7 percent of the workforce, according to the Wisconsin Nonprofit Sector Report – More Than Charity, a new report by the Wisconsin Nonprofits Association (WNA).

Much attention is given to the condition of business and government in our state, but let’s not forget that nonprofits fill a critical role as a third and independent sector. You will find nonprofits in every county of Wisconsin serving citizens and communities and addressing issues of concern. Wisconsin’s nonprofits include hospitals, boys and girls clubs, universities, environmental groups, emergency shelters, as well as organizations working with the elderly, veterans and the disabled. It is increasingly obvious that our state’s nonprofits are not frills, 
rather an integral part of a healthy, artistic, vitally economic and productive state.

Legislation to Increase Charitable Mileage Deduction

A measure to increase the mileage deduction rate for volunteer use of personal vehicles was introduced June 25 by Representative Kevin Brady (R-TX).  H.R.6368 would increase the mileage rate for charitable deduction to 36 cents from the current 14 cents per mile. The bill originated as an amendment offered on the Alternative Minimum Tax relief bill, but was defeated largely along party lines because it would have removed one of the revenue raisers in the AMT bill.

Other measures introduced in Congress to increase the charitable mileage deduction include: The Reimbursing Our American Drivers (ROAD) Act (S.3032/ H.R.6283) was introduced by Senator Chuck Schumer (D-NY) and Representative John Lewis (D-GA), respectively, to permanently increase to 40 cents per mile the standard deduction rate; and Senator Chuck Grassley (R-IA) introduced the “Midwestern Disaster Tax Relief” amendment to a housing bill (H.R.3221), which would temporarily increase the rate to 41 cents per mile for individuals assisting in the relief effort. Raise the Charitable Mileage Rate

The effort to increase the Charitable Mileage Rate is building momentum in Congress.  The issue came up in a recent House Ways & Means Committee mark-up.  On Friday, 6/20/08 Congressman Platts and Petri’s sent a letter to House Ways & Means Committee Chairman Rangel requesting that they hold a hearing on H.R.2020 (Rep. Platts’ bill) and H.R.1827 (Rep. Petri’s bill).  By Monday 6/23/08, the IRS announced that the Standard Business Mileage Rate will increase to 58.5 cents per mile for the second half of 2008.  The Charitable Mileage Rate will remain at 14 cents.
